Adds tools/mapgen/ so item/stand nodes no longer have to be hand-typed into area .tscn files.

item_catalog.json + per-area JSON descriptors
generate_area.py --mode new emits the same flat node format armory/treasury use; set_size is derived from the descriptor, not typed by hand
validates that every item's item_id has a matching stand
web_editor/: local read-only 2D top-down view of a descriptor, plus a --check dry run

Merged in #53 (opened before the issue token had write scope, so this is a retroactive record).
