Replaces hand-typing flat .tscn node blocks for items/stands with a declarative JSON catalog + area descriptor fed through a Python generator (tools/mapgen/generate_area.py), plus a local read-only web editor (tools/mapgen/web_editor/) to visualize a descriptor on a 2D top-down canvas before generating.

Scope of this PR: the generator core and the Slice 1 (read-only) web editor only. Dragging/editing and a real-render preview button are explicit follow-up work. No existing area (armory.tscn/treasury.tscn) is touched.

(No linked issue - the API token in use lacks write:issue scope.)

Replaces hand-typing flat .tscn node blocks for items/stands with a JSON
item catalog + area descriptor fed through generate_area.py, which emits
the exact same flat, fully-explicit node format already used by
armory.tscn/treasury.tscn (verified byte-for-byte). set_size is derived
from the descriptor's items list rather than hand-typed, removing a real
footgun where sibling items could disagree on their set size.

Also includes a local-only read-only web editor (tools/mapgen/web_editor/)
that visualizes a descriptor on a 2D top-down canvas and can trigger a
--check dry run, as a first step toward eventually letting item/area
layout be edited visually instead of by hand-editing JSON.

No existing area (armory.tscn/treasury.tscn) is touched by this change -
it only adds new, currently-unused tooling.
