Creates the Phase 0 application foundation for the new standalone service:

  • Python/FastAPI package, CLI, and container image
  • strict versioned scene-pack contract with path-safety validation
  • health, JSON Schema, and validation endpoints
  • reusable prehistoric-jungle example pack
  • architecture and Phase 0 delivery documentation
  • Forgejo CI with lint, tests, fixture validation, and container build

Local validation: Ruff clean, 9 tests pass, and the example scene pack validates.
