Defines the proposed standalone Interstitial Director repository and its boundaries with Comfy Gallery, homelab, ComfyUI, and Tunarr. Includes scene-pack and creative-plan schemas, reuse policy, schedule alignment, deterministic overlays, storage/API design, operational safeguards, phased delivery, and migration from Bumper Studio.

Decision: application code belongs in a new repository; homelab retains deployment and Gallery retains asset curation.
