Adds a Create interstitial action for curator still images. Gallery uploads a sanitized working copy to Director server-to-server, preserves the Gallery original, and opens the public Director route with the copied asset selected. Includes deployment configuration flags, error handling, documentation, and regression coverage.

Validation: Python compilation and all source-level regression tests pass. The repository host lacks pytest/npm; normal Forgejo CI will run the containerized frontend build.
